To continue delivering on the promise of a thriving ecosystem for scholarly books, we plan to simplify and improve the program through two program changes effective January 1, 2025.
Simplified books savings model
JSTOR has always offered libraries a variety of savings on books based on a range of criteria. We are simplifying this into one easy-to-understand approach. Libraries will benefit from two types of savings regardless of which JSTOR Books acquisition models they use:
Books Tier Savings: Libraries save between 5% and 25% on books based on their current number of licensed archive or primary source collections. GREAT NEWS: Those libraries that have migrated to the full JSTOR Archive & Primary Source Collection are eligible for the maximum savings of 25%.
Annual Books Expenditure (ABE) Savings: 0% to a maximum additional 15% savings, based on your library's prior year books spend via all JSTOR books acquisitions models.
The total Books savings will be the sum of two categories. For example, if a library has a 10% ABE Savings and a 15% Books Tier Savings, their total Books savings will be 25%.

* Tier 0 is designated for institutions who do not license JSTOR archival journals or primary sources collections, but purchase Books at JSTOR.

Modified DDA triggers
Over the last two years, many publishers have implemented embargos on their frontlist titles across all library aggregators that have DDA (demand-driven acquisition) programs, not specific to JSTOR. These are publisher decisions based on sales of current copyright year books and related impacts on their financial sustainability.
In collaboration with the publishing community and in consultation with libraries, we are modifying our DDA triggers to support our publishers and to increase the number of current copyright ebooks available to libraries.
These changes aim to encourage publishers to include more frontlist titles in the program and reduce the need for embargos. As a result, libraries will gain improved access to the frontlist titles they seek within the JSTOR program. In addition, this will provide more usage and value to libraries for the backlist titles in DDA.
